New EU Packaging Rules from Mid-2026

On 30 March 2026, the European Commission published guidance on the implementation of the Packaging and Packaging Waste Regulation (PPWR) (the “Guidance”), with the stated aim of facilitating the uniform application of the new packaging rules across the European Union and simplifying compliance for both economic operators and Member States. According to the Commission, the full application of the PPWR is expected to contribute to a more sustainable and competitive packaging sector, while also strengthening the Single Market through the introduction of harmonised rules.

As outlined by the Commission, the PPWR is intended to promote business development and innovation within the EU, while at the same time ensuring a high level of environmental and consumer protection. The Regulation pursues, inter alia, the objectives of reducing dependency on fossil fuels and greenhouse gas emissions, harmonising packaging requirements across Member States, decreasing environmental pollution, minimising waste generation and associated costs and improving the safety and sustainability of packaging.

 

The Guidance further clarifies, inter alia, the restrictions applicable to certain single-use packaging, the enforcement of limitations concerning PFAS (per- and polyfluoroalkyl substances) in food contact packaging, and the application of reuse and refill targets. It also provides additional detail on the implementation of extended producer responsibility schemes and on the obligation to establish deposit and return systems.

 

The Commission emphasises that, under the PPWR, all packaging placed on the market is to become recyclable by 2030. In this context, packaging should be designed in a manner that enables the reuse or recovery of its constituent materials, thereby avoiding disposal or incineration wherever possible. The Guidance also notes that certain single-use plastic products will be subject to restrictions or bans, and that economic operators will be required, where feasible, to offer reuse or refill options without additional cost to consumers. The Commission will continue to monitor and support the implementation of the PPWR in order to ensure a smooth and effective rollout of the new regulatory framework.
