New climate law concept published

The civil legislation concept of the climate law has been prepared. The proposed concept functions as a climate framework law, but it does not only apply to emission reduction; rather, it seeks to regulate the entire climate protection system. The objectives of the concept are organized around three main pillars: (i) reducing greenhouse gas emissions and increasing carbon sink and storage capacities, with the aim of achieving climate neutrality, (ii) adaptation and resilience, and (iii) protection and restoration of natural systems.

The proposed concept includes a just and fair transition, reducing energy poverty, reducing social inequalities, and aligning public and private financing with climate goals. In addition, international responsibility is also emphasized.

The chapter on greenhouse gas emissions is not based on a single aggregate climate target, but on a multi-level target system. In addition to the long-term climate neutrality target, the concept also sets intermediate targets, as well as sectoral and sub-targets. According to the developers of the concept, this makes the system plannable and accountable. Another key element of the chapter is the carbon budget, which is a central tool for the practical implementation of the climate law.

According to the concept, adaptation is not a general strategic goal, but a specific government task. The concept aims not only to respond to known climate impacts but also to address unexpected or difficult-to-predict disruptions. Accordingly, resilience is a broader term in the concept than adaptation: it includes prevention, preparation, response, and recovery.

According to the concept, the law would also determine how budgetary, tax policy, financial, and state economic instruments should be aligned with the objectives of the climate law. The concept also aims to incorporate climate protection into education: the topics of climate change and adaptation should be included in public education, higher education, professional training, and adult education.

According to the developers of the concept, the Ministry of Energy is also working on the concept for the new climate law. The developers trust that during the consultation process that is now beginning, they will learn about the ministry’s concept and will be able to coordinate their work with them.

The concept was released for public discussion, suggestions, and comments are welcome on the website dedicated to the concept law until 30 March 2026. According to the expectations, following public consultation, a draft proposal will be prepared and submitted to the Hungarian Parliament. The developers of the concept hope that the new law will be passed by the Parliament before the end of this year.
