AI Act Whistleblower Tool

The Artificial Intelligence Act (AI Act) establishes a legal framework for the development, deployment and use of artificial intelligence within the European Union. The regulation entered into force on 1 August 2024 and aims to ensure that AI systems used in the EU are safe, transparent, and respectful of fundamental rights. As part of this legislation, the European Commission introduced the AI Act Whistleblower Tool on 25 November 2025, as a secure channel to report violations.

The main purpose of the Whistleblower Tool is to enable individuals to report unlawful or harmful practices related to the use or operation of AI. In many cases, employees, contractors, or other insiders working with AI systems may become aware of irregularities that are difficult for regulators to detect through traditional supervisory mechanisms.

After a report is made, the EU AI Office is notified, which is the body responsible for supervising general-purpose AI models. The whistleblower channel can be accessed by anyone, but professionally connected individuals are also encouraged to use the tool. The latter play a critical role, as they are in an inside position to observe violations.

The Whistleblower Tool is an online reporting platform. Reports can be submitted anonymously in any official EU language and may include complementary evidence of the violation. The system uses encrypted communication channels to ensure confidentiality. After submitting a report, the reporter can access a secure inbox, which allows further communicate with the EU AI Office in an encrypted, secure way.

While the reporting channel itself is already operational, certain provisions become effective only from 2 August 2026.
